WHO WE ARE

1.1 INTRODUCTION

Community Empowerment for Peace and Development (CEPAD) is a national, woman-founded and women-led non-profit organisation established in 2014 and headquartered in Arua City, West Nile, Uganda. Since its inception, CEPAD has built a strong operational presence across the West Nile sub-region, working in both host and refugee communities to address complex and interrelated drivers of conflict and vulnerability. CEPAD is legally registered to operate across Uganda and functions as a membership-based civil society organisation committed to advancing sustainable peace, social justice, and inclusive development. At its core, CEPAD is a peacebuilding and conflict transformation organisation with a clear mandate to address the structural and proximate drivers of conflict, including inequality, social exclusion, gender injustice, weak governance systems, and competition over natural resources. The organisation’s programming is therefore designed to strengthen  local capacities for conflict prevention, enhance social cohesion, and build resilient communities capable of managing disputes peacefully and sustainably.

1.2 ORGANISATIONAL IDENTITY AND APPROACH
CEPAD is grounded in a feminist and rights-based approach to development and peacebuilding. This approach is informed by the recognition that conflict dynamics are deeply shaped by unequal power relations and structural inequalities, particularly those affecting women, youth, and other marginalised groups. Within this framework, CEPAD prioritises the promotion of women’s leadership and agency inpeacebuilding and governance processes, alongside shaping development and peace outcomes.In addition, CEPAD advances movement-building collective action as essential strategies for sustainable social transformation. Through this lens, women are positioned not only as beneficiaries of interventions but also as central actors in conflict prevention, mediation, and the strengthening of community resilience.

1.3 GEOGRAPHIC FOCUS AND EXPERIENCE

Since 2014, CEPAD has accumulated over a decade of practical experience working in fragile and refugee-hosting contexts within the West Nile subregion. This long-standing presence has enabled the organisation to build a strong foundation of contextual knowledge and operational legitimacy. Over time, CEPAD has developed a deep understanding of local conflict dynamics, established strong working relationships with communities, local government structures, and development partners, and refined community-led approaches to peacebuilding and resilience programming.This sustained engagement provides CEPAD with a clear comparative advantage as a locally rooted peacebuilding actor with the capacity to design and implement contextually relevant, responsive, and sustainable interventions.

Philosopy 

CEPAD-WN is established on the belief and conviction that a just, peaceful, and democratic societies can be achieved by people who are conscious and aware of their civil and political rights. CEPAD-WN is an organization dedicated to the cause of NonViolence. To CEPAD-WN, this means commitment to justice without the use of force that destroys or causes injury to an enemy or his/her properties. We believe a movement built on NonViolence should critically analyze injustice and work to liberate both the oppressed and the oppressor.

Networking
CEPAD-WN further as a result of these projects is connected with national, community based and International Non-governmental Organizations. The engagement enables CEPAD-WN and its partners to contribute to peace building, nonviolent conflict transformation and democratization in Uganda and beyond. CEPAD-WN works closely with Office of the Prime Minister (OPM) and UNHCR who monitor the activities of the organization. CEPAD-WN is a member of the Arua district NGO Forum, the West Nile humanitarian platform and had endorsed the Charter 4change among others.

Finance
We finance our operations and programs from membership contributions and subscription fees, consultancy work, donations, grants, financial and in-kind support from individuals and international organizations. CEPAD-WN since 2019 has developed policy documents including finance and procurement policy that organization abides by
